ABSTRACT

Program Pengembangan Ekonomi Masyarakat Kelurahan (PEMK) or the sub-district community economic empowerment program is a community development program for low-income people who run micro and small business in DKI Jakarta. The program provides capital access to the members of Financial Service Cooperatives or Koperasi Jasa Keuangan (KJK) as the beneficiaries in the form of revolving fund of two to five million rupiahs. Some members received ten million rupiahs. Besides that, the program also provides capacity building for the beneficiaries. The study aims to identify the impacts of the program on the beneficiaries. The qualitative research was conducted in Kelurahan Lagoa and Kelurahan Kelapa Gading Barat. Although the main purpose of the program is to empower the local economy, it turns out this program impacts not only the economic aspect, but also the social, personal and spiritual aspects.
