ABSTRACT

This chapter provides an overview of current cybersecurity efforts at the federal level including major threats facing federal agencies, the evolution of the policy framework, and an understanding of how cybersecurity resources, both human and financial, get deployed across the federal government's civil agencies. It discusses the different approaches between the United States and Europe and highlight emerging policy challenges facing the federal government. Federal cybersecurity efforts encompass multiple related domains including military, intelligence, homeland security, law enforcement, and commerce. Multiple federal organizations, in addition to state and local authorities, have law enforcement authority for cybercrime; however, the Department of Justice and the Federal Bureau of Investigation are the principal agencies responsible for investigating and prosecuting cybercrime. The chapter includes a provision that allows law enforcement officials to intercept electronic communication from a computer trespasser if they receive authorization from the owner or operator of the computer system in question.
