ABSTRACT

Throughout this book, we strive to show the linkages between the various guiding frameworks underlying ICOM, for example, the information cycle, the policy cycle, and the ICOM process cycle, in order to illustrate the pivotal role of information in the ocean management process, namely, information awareness, access, use, and influence. Information’s role can be examined using suitable indicators for “measuring the progress and outcomes of ICOM” (UNESCO 2006), reflecting the various pressures on the coasts and open oceans (Tribbia and Moser 2008).
