ABSTRACT
Crises in ocean and coastal management are facing states throughout the world. The effects of global warming,1 overharvesting of fish stocks, the development consequences of aquaculture,2 the impacts of multiple forms of marine pollution, competition over maritime space between both international and local actors, ineffective maritime regulation and enforcement, and security concerns are common throughout the world’s oceans, seas and marine regions.3
