ABSTRACT

This chapter aims to examine the Tropical Forestry Action Plan (TFAP) for Vietnam, and to assess its likely effectiveness as a tool of forest conservation in this rapidly developing and changing country. The following discussion focuses particularly on certain large-scale development projects and their likely impact on Vietnam’s remaining forest areas. The enquiry is critical of the process whereby the TFAP was drawn up, particularly the widespread use of foreign consultants, and a number of the inherent contradictions and inconsistencies which are found within the Main Report.
