This chapter does not offer a complete institutional review of the UN’s activities in the field of environmental protection. Such works exist elsewhere, and the issue deserves fuller treatment than can be afforded in one chapter. 1 The purpose of this chapter is to explore the conceptual and institutional limitations of global, intergovernmental cooperation on environmental questions.
