ABSTRACT

This chapter reviews the development of the legal framework for renewable energy in Russia and discusses the current state of renewable energy in the country. The Russian support scheme for renewable energy is elaborated in detail for both the wholesale and retail energy markets, and the outcomes of the policy are assessed based on the current state of renewable energy in Russia. The chapter provides an overview of studies focusing on both the regulatory aspects of renewables and on the investment climate for renewable energy in Russia. It covers mainly the period 2008–2019, as the legal framework for renewables in Russia changed significantly during that period. The chapter presents Russian renewable-energy regulation in terms of existing and planned renewable energy projects. It discussed the results of the capacity auctions, followed by some data on all the operational renewable energy projects in Russia.
