ABSTRACT

Launched in February 2015, the All In Call to Action aims to accelerate fast-track targets for ending AIDS among adolescents by 2020. All In works through partnerships to achieve results across four focus areas: sharpened data to inform policy and programming; advocacy at country, regional and global levels; adolescent engagement; and innovation. UNICEF led the design of the Adolescent Assessment and Decision-Makers tool to support countries in conducting data and programmatic assessments aimed to strengthen national responses to adolescents. All In assessments (including rapid assessments, bottleneck analysis and corrective planning) reveal changing dynamics of adolescent HIV epidemiology and highlight gaps in knowledge, access to HIV testing, condoms and antiretroviral treatment (ART). These findings are being used at national and sub-national levels to advocate for and inform policy change and programmes focused on increased HIV testing, ART retention and transition, linkages between HIV and sexual and reproductive health (prevention of teenage pregnancy) and combination HIV prevention. All In assessments are a means to increase visibility, attention and investment for adolescents; to engage adolescents meaningfully in the decisions and programmes that affect their lives; and to influence policy-makers to systematically define and prioritize relevant interventions for adolescents.
