ABSTRACT
This chapter presents an analytical framework for investigating the effectiveness of interventions aiming to support the use of evidence in policy and practice evidence-informed decision making (EIDM). Practitioners of EIDM are thus provided with a versatile conceptual device that can be applied in investigating different facets of the process of using evidence to inform decisions. The monitoring and evaluation sector in Africa has arguably moved the furthest ahead within Africa, having established national evaluation systems driving both the supply and demand for evidence. Countries such as South Africa, Uganda, Ghana, Benin and Zimbabwe have made explicit attempts to build senior managers’ awareness of the importance of evidence, and so to stimulate demand. The chapter also presents an inductive analytical tool that can be adapted and applied by decision makers, researchers, and knowledge brokers to explore evidence use interventions at all stages of development: from conceptualisation and planning to implementation and evaluation of interventions.
