ABSTRACT

A growing trust gap between citizens and the institutions of government as agencies collect and use people’s personal digital data has the potential to hold back the potential economic and social gains from the digital economy. Policymakers and administrators working responsibly with machines managing data through the lifecycle of research, policy, and service delivery to evaluation can influence public trust in the institutions accountable for administrative decisions. This chapter examines a future work environment which values human expertise and insight enhanced by machines powered by artificial intelligence and big data. By supporting the human dimension to operate in tandem with machine managed digital data, agencies can narrow the trust gap, proactively manage the risks (e.g., privacy, security, ethics), and position to reap the rewards (e.g., better educational outcomes for stronger societies).
