ABSTRACT
This chapter delves into the ethically complex area of psychological operations (PSYOP) in times of peace, as a potential cause for war, and in war. We argue that there is a defeasible right to make use of PSYOP, so there is a distinction between protected uses, where others are not entitled to prevent or retaliate against their use, and unprotected uses, where they may have such a privilege.
