ABSTRACT

This introductory chapter presents the analytical lens through which to analyse how Vienna has changed over the last 30 years (1989–2019). It does so by asking the question, ‘Is Vienna still a just city?’ The chapter highlights how the different contributions included in the book provide answers to this question by investigating changes in political participation, housing, labour market and environmental policies. The analytical framework adopted, starting from the debate on the European city and social justice, underlines the importance of recognition, redistribution and participation in that process. These dimensions of justice are crucial to understanding how the changes redraw the borders of inclusion and exclusion and, ultimately, if Vienna is still a just city.
