ABSTRACT

Given the variegated transformations of social housing across Europe since the 1980s, this chapter shows how Vienna continues to actively shape the social in social housing by drawing on housing subsidies, land banking policies and developer competitions. Whilst shifting to subsidised social housing, a strategic partnership with limited-profit housing associations and innovations in developer competitions allowed the City to continue the production of affordable housing, recognising diverse housing needs and implementing participatory practices. Hence, Vienna continues to provide affordable, high-quality social housing to a broad section of society and actively mitigates trade-offs between equity, diversity and democracy.
