ABSTRACT

In recent years, policy processes in Africa have focused on building Human Capital to achieve developmental goals. Even though this is not a new pursuit in Africa, this era underscores the optimization of human minds to provide solutions to prevailing wicked-policy problems by investing in healthcare, nutrition, and education. Thus, like elsewhere in Africa, the public service delivery in Angola is undergoing fundamental transformations. Based on an assessment of the World Bank’s Human Capital Index (HCI) report, 2019, I examine the Angolan education sector’s efficacies in building human capital by mapping underlying policy challenges in the education reforms. This chapter demonstrates that despite minimal successes, e.g., the drafting of appropriate policy programmes, enormous budget allocation, growth in schools, and reduced illiteracy levels, critical policy challenges remain. My conclusions derive relevant policy recommendations for practitioners and researchers.
