ABSTRACT

Several governments today have endeavoured to increase participation, openness and transparency in their actions. The use of ICT is considered an effective and convenient way of promoting openness and transparency to reduce corruption and resolve the wicked developmental problems in Africa. Open innovation as citizen involvement in public service delivery is believed to foster trust and the propensity to salvage the dilemmas of policy alienation and mistrust facing public administration in Africa. This chapter gives conceptual insights into how open innovation through ICT strategies can improve policy effectiveness in Africa. The chapter concludes that open innovation has a great propensity to improve citizen participation in public policy processes.
