ABSTRACT

This chapter offers a first-hand account of how the New York City Police Department re-engineered its Intelligence Division in the aftermath of the 9/11 attacks to better combat the terrorist threat. The Division established a number of new initiatives to better protect New York City. These included establishing a hotline, expanding intelligence operations through the deep undercover and confidential informant programs, embedding civilian analysts with investigators, resourcing a new cyber unit to search the internet for potential threats to the city, and creating an international program to deploy detectives overseas. These initiatives proved groundbreaking for a civilian law enforcement agency.
