ABSTRACT

Toronto Community Housing Corporation (TCHC) is the largest social housing provider in Canada, with a portfolio of 60,000 units. Since 2000, TCHC has been transforming social housing communities into ones that are mixed-use and mixed-income. With the launch of the National Co-investment Fund from the Federal Government, affordable housing is coming to the forefront as a major issue for urban centres. TCHC is one of the major developers currently building social and affordable housing and administering affordable home ownership loans on a large scale in Canada. Over the past decade, TCHC has built over 1,000 social and affordable housing units and rehoused 12,000 TCHC tenants in 29 new rental buildings. The entire revitalization programme will deliver 4,805 rental replacement units as TCHC redevelops 87 hectares in Toronto. Now almost 20 years in, we can reflect on valuable lessons learned and share what has worked and what has not. What are the major challenges and issues to address as we move forward in redeveloping social housing communities?
