ABSTRACT

The City of Edmonton has been a key supporter of affordable housing development for over six decades, leveraging the capacity of diverse partners including other orders of government, the private sector, not-for-profits, and community groups. Through proactive policy development, political advocacy, and a unique regulatory approach, the City has mobilized diverse networks towards a common goal – increasing access to a broad range of safe, adequate, and affordable housing choices for Edmontonians. This paper describes the City’s approach to affordable housing development from the 1960s until the present day, outlining key policy developments and partnerships. It details the unique circumstances that have helped facilitate successful outcomes, providing several exemplary case studies. This paper concludes by reflecting on what has worked well over the past several decades.
