ABSTRACT
This chapter introduces Water Diplomacy Paths (WDP), a novel approach for addressing the complex challenges of shared water resources across national boundaries. In transboundary river basins, where water intertwines with food security, energy production, and geopolitical concerns, traditional diplomatic frameworks often prove insufficient. The WDP methodology acknowledges the inherently boundary-crossing nature of water issues, recognizing that effective solutions must navigate across administrative divisions, thematic areas, and sectoral interests. Drawing from both historical contexts and forward-looking scenarios, we present a five-step process: identifying key themes and actors; analyzing current conditions through historical lenses; recognizing drivers and developing plausible scenarios; identifying potential diplomatic actions; and systematically categorizing these interventions to build coherent strategies. This progression from analysis to action provides practitioners with a structured approach to foster cooperation. By embracing water diplomacy as a long-term process with multiple possible trajectories, this chapter offers water practitioners, policymakers, and negotiators a practical toolkit for sustainable transboundary water governance while acknowledging the complex interplay between water resources and broader foreign policy dynamics.
