ABSTRACT

Political will is a prerequisite to political action and necessary for the sustained commitment to a cooperative process. Building political will is often the singular means through which stakeholders and other actors influence the process by changing the way decision-makers think, feel, and act with the goal of advancing a political agenda. It can be done directly with decision-makers or indirectly through second or third parties and other shapers of opinion from close political circles to the public. The building of political will requires a sound understanding of the political and problem context; the identification of decision-makers, actors and influencers; and the development of a clear and concise message that resonates. It also requires significant self-awareness. This chapter covers the tools and approaches to inform your own approach to building political will.
