ABSTRACT

Traditional approaches to developing capacity, where participants are expected to passively receive information, we argue, are inadequate for preparing modern water practitioners. In its place, we advocate for an experience exchange methodology, which emphasizes cocreation, interaction, and engagement. A participatory capacity development methodology creates dynamic, interactive meeting opportunities that draw from adult learning theory and builds trust through a cooperative process. This process is not only more effective at transferring and building upon professional skills but can also forge relationships, challenge power dynamics, and unlock new pathways in water diplomacy dynamics.
