ABSTRACT
This chapter puts focus on the ‘enabling environment,’ social discourse, and informal civic engagement that surround, link with, and inform formal water diplomacy processes. The authors highlight the positive gains from adopting transformative water diplomacy approaches to support boundary-crossing water constituencies to sustainably engage with formal decision-makers to address boundary-crossing water challenges and opportunities. Leveraging the principles of good water governance (transparency, accountability, participation) as well as environmental justice (disparate and cumulative impacts), and informed by strategic nonviolence approaches and the ‘3.5% rule’, transformative water diplomacy aims to elevate a shared sense of water community now and for generations to follow.
