ABSTRACT

Argentina is a country of extremes, and its experience in managing the COVID-19 pandemic is no exception. It went from being a poster child for best responses to COVID-19 to joining the list of the top ten countries with the most infections per day in the world. When the COVID-19 pandemic arrived in Argentina, the country was in the middle of a two-year long economic recession. Its economy had contracted by 4 percent during this period. From August and into September, Argentina joined the top ten countries in the world in terms of infection rates and presently ranks 12th in the total number of deaths. Argentina is a federal country divided into two levels of government: a central government and 23 provinces plus the City of Buenos Aires, which has the autonomy of a province. The country’s federal structure has created a unique set of dynamics that deeply affects governance in the country.
