ABSTRACT

The production and distribution of local public goods (LPGs) can be analyzed using the example of public utility services (PUS) in cities. REV4.0 technologies support PUS implementers in improving the quality of their services.

The chapter presents an assessment of the impact of modern technologies on the quality of PUS provision in Polish cities on the examples of local public transport, municipal waste management and water supply and sewage systems. The result of the conducted analyses is an original inclusive model for the provision of these services in REV4.0 conditions. In the proposed model, the change concerns the attribution of responsibility to participants in municipal management systems and the introduction of requirements for assessing the performance of entities not only on the basis of financial but also social criteria, resulting from meeting consumer needs and environmental use. By creating requirements in this area, the public authority encourages implementers to cooperate and move from the use as much as possible model to a model based on minimizing the consumption of resources, generating added value for the local community. In practice, this means implementing the principles of sustainable development in urban areas.
