ABSTRACT

This chapter summarizes selected tools to assess the prevalence of NCD risk factors, NCD morbidity and mortality in the population, as well as those to assess the health system’s capacity to respond to NCDs. Tools described in this chapter include the WHO STEPwise approach to NCD risk factor surveillance, the global school-based student health survey (GSHS), the global youth tobacco survey (GYTS) and the health behaviour in school-aged children survey (HBSC). National civil registration and vital statistics, along with demographic surveys, disease registries and patient record systems are also described. The Service Availability and Readiness Assessment (SARA) tool to assess services for NCDs is also covered. The chapter describes the different surveillance tools for measuring progress against the WHO Global Action Plan 2013–2030 indicators. The chapter concludes with a brief description of the challenges in obtaining high-quality data from NCD risk-factor surveillance.
