ABSTRACT
This chapter explores the theoretical, policy and practitioner debates surrounding key terminology used throughout the book including intelligence, national security intelligence, intelligence failure, health security, and health security intelligence. It also explores how one might define “actionable intelligence” in the context of providing early warning leading up to COVID-19. This foundation allows for a coherent development of specific debates, themes, and analysis within and between remaining chapters.
