ABSTRACT

While neither revisions to the IHR (2005) nor the text of a new pandemic agreement have been finalized, draft proposals from the US, Russia, the European Union, and other WHO members are beginning to crystallize around new expectations for both border measures and the control of information as it is reported to WHO and to other Member States. This chapter analyzes the major proposals now shaping negotiations for a revised IHR and a new pandemic agreement and identifies the major changes that will affect how states may control information, people, and goods at their borders and what these changes are likely to mean for global pandemic preparedness and response.
