ABSTRACT

Comprehensive plans have been formulated to harness the ICT potential in Uganda such as the second and third National Development Plans. Additionally, the ICT Integration programme has seen the establishment of over 1,000 ICT laboratories. However, the absence of a national policy on ICT incorporation in higher education institutions (HEIs) has propelled universities to develop and adopt their policies, while others operate in a vacuum; for both public and private HEIs, their compatibility or complementary roles in Uganda's HEI landscape. This chapter therefore discusses how the absence of a national policy has affected ICT incorporation, including uneven adoption, among Uganda's HEIs. Through a literature review of articles, books, reports, conference proceedings, and policy frameworks on ICTs in education published from 1993 to 2022, the chapter discusses and illuminates how ICT infrastructure development, literacy improvement, human resource capacity development, partnerships, and networks have developed in HEIs in Uganda under policy absence. It concludes with the prospects of ICT integration and government investment.
