ABSTRACT

Integration of information and communication technologies (ICTs) in education with the intention to enhance quality and accessibility has gained considerable attention globally. However, literature reveals that the realization of the intended benefits often faces challenges. The authors of this chapter, based on a desk review, examine the level of readiness for change in the Rwandan higher education in terms of ICT integration. They indicate that a good progress has been achieved, driven by comprehensive policy frameworks, infrastructure development, initiatives to enhance the capacity of educators, etc. The authors note, however, that challenges such as infrastructural limitations, limited availability of digital content, and a certain ICT divide among players persists. They recommend a shift in the typical approach to designing the operational policies related to integration of ICT in education based on strong curricular and pedagogical purposes.
