ABSTRACT
This chapter elaborates on the Community Enablement Playbook which offers a suite of co-learning, co-creation, and co-management strategies depending on the target resident segments and the spectrum of needs and assets in different neighbourhoods. With a data-driven capability, the playbook departs from conventional development through employing urban analytics processes to identify gaps, opportunities, and suitable sites and programmes. The playbook draws lessons from case studies of community initiatives across Singapore as well as real-life engagement and implementations in the three study sites and showcases two successful place-making projects in collaboration with resident champions.
