ABSTRACT

Ukraine is profoundly transforming its civil service under ongoing war conditions. The present chapter delves into the dynamic interplay between the exigencies of war and the imperative for administrative reform in the Ukrainian civil service. Through a comprehensive analysis of institutional adaptations and administrative practices, the strategies, mechanisms and policies that have been instituted to bolster civil service resilience and effectiveness are highlighted. The historical trajectory of the Ukrainian civil service provides the necessary context for understanding the latest developments and reforms. The chapter underscores the significance of adaptive governance mechanisms, the role of international support, and the resilience of civil servants in influencing the course of governance during tumultuous times.
