ABSTRACT

The visionary concept of e-government has been around since the 1990s. As digitalisation makes rapid advances in all areas of life, public administrations have come under pressure to digitalise their domain so that information can be exchanged with external parties electronically while at the same time boosting efficiency. Information technology offers an opportunity to rethink existing processes and make them more citizen friendly. Despite a consensus on this aim, Member States’ public administrations differ in their levels of digitalisation due to different starting points. The European Union is therefore also seeking to promote digitalisation of public administration, for instance through legal requirements and financial support.
