ABSTRACT

This chapter addresses chances and challenges for the civil service regarding the use of Artificial Intelligence. With its “ethical Artificial Intelligence” approach, the European Union aims to score in the worldwide race for a strong position in the development and use of artificial intelligence, while at the same time preserving European values in the new sphere. These values are not called into question by the use of Artificial Intelligence, yet challenges arise for administrations in specific fields. A focus is therefore placed on the fundamental legal requirements resulting from democracy, the rule of law, data protection, privacy, and protection against discrimination.
