ABSTRACT
Ningbo, a Front-Runner City on China’s eastern coast, faces challenges in managing its green and blue infrastructure due to rapid urbanization and extensive gray infrastructure development. Traditionally, efforts to address these challenges have been top-down and led by various government agencies. This chapter explores the Ningbo Living Lab’s (LL) approach to co-implementing and co-practicing national and provincial plans with technical measures, financial investments, and policy guidance. The goal is to enhance cooperation among stakeholders, residents, and partners, aiming to regenerate ecological structures and foster private-sector investment in green and blue infrastructure.
This chapter provides a detailed overview of Ningbo’s geographical and socioeconomic context before proGIreg activities, identifies challenges and countermeasures, and outlines NBS implementation in the LL. Key insights include the regeneration of blue areas by removing pollution from an urban lake and encouraging private enterprises to invest in common goods. This chapter concludes with lessons learned, particularly highlighting the risks and outcomes of transforming lake sediment into soil fertilizer.
