ABSTRACT

This study explores the potential for scaling up the collaboration between public banks and public water operators in the Philippines. It documents the roles that three public financial institutions play in supporting government efforts to achieve universal access to water and examines the experiences of three local governments in obtaining public finance for their respective water projects, as well as the potential role of public universities in providing technical support. The findings suggest that significant benefits can be realized from enhanced public bank–public water collaborations, and that despite some challenges, the foundation for greater public bank–public water collaboration has already been laid. This potential for scaling up, however, may not be realized unless certain barriers are overcome.
