ABSTRACT

This paper presents India’s National Bank for Agriculture and Rural Development (NABARD) and its role in financing public water provisioning, including in Mission Bhagiratha—an ambitious drinking water supply program of Telangana state government in India. The paper argues that NABARD is an important example of a public bank financing public water services in ways that align with Sustainable Development Goal 6, pointing to the wider potential of public banks to collaborate as pro-public water financiers.
