ABSTRACT

Europeanization explains how member states are transformed as a result of European Union's membership (top-down), and how they help to shape changes at the supranational level (bottom-up). Being a continuous negotiation process, the EU governance system offers member states, regardless of their size or wealth, the opportunity to play a significant role, as agenda-setters or agreement brokers. In this chapter we analyse if Portugal has been able to move from a follower position to a leading role in shaping this new form of polity in the 21st century. We also discuss future opportunities for the country considering the challenges (e.g., climate change, energy, security) ahead. The analysis focuses on Portugal's (actual and anticipated) input into chief European Union's policy areas (internal and external).
