ABSTRACT
This text is dedicated to the genesis and development of the standards of the international law of the sea regarding security in the context of threats from maritime terrorism. The starting point for the author is the thesis that the international law of the sea develops in two ways: through the codification of customary law norms and the progressive development of international law. Discussing the norms of international convention law regulating the issues of combating maritime terrorism, the author points to their origin, stating that they derive from the regulations on combating maritime piracy. In conclusion, the author emphasises that the development of the international law of the sea in this area is far from complete, as new categories of terrorist threats and the modus operandi of perpetrators appear.
