ABSTRACT
Implementation is a broad concept with many interpretations, which is reflected in theory and practice. Here, implementation refers to governance by goal-setting and policies at multiple levels. The focus on the implementation of the Sustainable Development Goals (SDGs) has increased over the years. Yet, the progress has been slow, and the fulfilment of the SDGs is seriously offtrack. Implementation is key for the success of the 2030 Agenda and its 17 SDGs.
