ABSTRACT

Policy coherence is inherent to the Sustainable Development Goals (SDGs): the expression is included in the goals and present in several targets; the goals form a cohesive network with targets co-referencing one another; they present a comprehensive approach to sustainable development. While research confirms such inherent objective, questions arise, at the global level, with regard to the political and normative nature of the policy coherence of the goals. There is a risk that the goals perpetuate the North-South divide politically and that they confirm neoliberalism as a dominant global norm, at the detriment of an approach rather centred on human rights. These elements should be at the centre of attention of academics and of civil society to ensure they are also taken into account by governments while implementing the goals and thinking about the next global agenda for sustainable development.
