ABSTRACT

A silo approach refers to actors focusing their efforts to implement the Sustainable Development Goals (SDGs) on a single or limited number of policy domains, resulting in siloization. This myopic way of working may hinder overall progress on the SDGs, given the interdependencies that exist between the goals. Efforts to address silo approaches include among others enhanced coordination, policy integration strategies, mainstreaming and orchestration. The SDGs themselves were also an effort to provide a more holistic agenda, which could help overcome siloization. However, current research indicates and underlines that silo approaches continue to be widespread and remain a huge challenge for the global endeavour to implement the SDGs.
