ABSTRACT

This chapter examines the digitalisation of Finland’s Matriculation Examination, focusing on mathematics as the final subject to transition to a digital format in 2019. Using archival policy analysis, it explores the policy formation and implementation processes that facilitated this significant reform. Key drivers included stakeholder consensus on the limitations of pen-and-paper assessments and curriculum reforms promoting digital competencies. The implementation phase addressed technical challenges and stakeholder concerns through initiatives such as the Abitti exam platform for arranging practice tests. The chapter analyses the first digital mathematics tests, highlighting their structure and the impacts on participation trends. While the reform demonstrated the feasibility of transitioning high-stakes assessments to a digital format, it also highlighted the importance of phased implementation and stakeholder engagement. This case study offers insights for educational systems considering similar reforms, illustrating the interplay between policy, practice, and technology.
