ABSTRACT

This chapter draws upon a conceptual framework from the Technology-Organisation-Environment Framework, enhanced with Multi-Level Perspective features, to understand the critical factors influencing the emergent future flight (FF) ecosystem in the United Kingdom (UK). A review of developments in the field informs this chapter. It draws upon twelve interviews with stakeholders from across the ecosystem. Key barriers are identified in technology, safety, regulations, infrastructure, human resources, and social acceptance. Regulatory frameworks, financial incentives and penalties, and public demand are key drivers to shape FF development. While industry can be expected to follow the direction and pace of the interests of capital, government intervention can seek to protect and promote public interests. Moreover, governments could coordinate efforts across various organisations and levels (i.e., regulatory bodies and local authorities) and address issues that demand attention from the top level, such as regulatory capacity and airspace management. Hence, the UK Government has a unique and crucial role in facilitating collaboration within the FF ecosystem, replicable by other countries with similar governmental structures.
