ABSTRACT
The fourth case chapter profiles Pflugerville Independent School District (Pflugerville ISD), a rapidly growing and diversifying suburban district fueled by development, as well as displacement in neighboring Austin, Texas. Again, building on the work of prior leaders, Superintendent Douglas Killian systematized the district’s equity orientation by establishing its first-ever strategic plan and developing a learning culture that enabled staff to address educational inequities. District leaders secured necessary funding and support to shift from pockets of excellence toward providing each and every student the right learning environment for long-term success. Three years into the strategic plan, Pflugerville ISD saw increased rates of students graduating college- and career-ready and decreased suspensions, with the largest improvements among Black, Latino/a, and emergent bilingual students.
