ABSTRACT

This chapter examines the critical issue of youth unemployment in Rwanda and its impact on economic growth and social development. It offers a detailed analysis of youth employment policies and programmes, including technical and vocational education and training (TVET), the Vision Umurenge Programme (VUP), and entrepreneurial initiatives, assessing their effectiveness, challenges, and political economy. Using a mixed methods approach, the study underscores the need for better coordination, inclusivity, and robust monitoring and evaluation to improve programme outcomes. It also highlights the importance of addressing the unique needs of marginalised youth, such as young women and rural populations. The chapter concludes with actionable recommendations for improving policies and identifies key areas for future research to strengthen youth employment interventions.
