ABSTRACT
Adoption of a systems approach is a current theme in UK environmental policy but implementation is challenged by differing interpretations. We draw on Cultural Theory to categorize different kinds of organization, their assumptions about system control, and comparative contributions to managing water and environment. For the private sector to engage with nature at its true value, we need to bridge global business and environmental systems – a challenge of scale, resolution, and culture. We argue that understanding organizational cultures around risk will enhance layered, collaborative governance at regional and catchment levels, and draw out the comparative strengths of public, private and voluntary organizations.
