ABSTRACT

Despite the growing recognition of the importance of the prevention or countering of violent extremism (P/CVE), which goes beyond the hard-liner counterterrorism (CT) approach, little research has been systematically and explicitly examined about how those two (CT and C/PVE) can be complimentarily operationalized in a complex and conflict-affected setting. Taking up the case of Mindanao, considered one of the most complex and protracted conflicts and violence over the five decades, this chapter aims to examine mechanisms to foster the resilience to violent extremism through a resilience-based approach rather than a security-based approach, taking up the case of a community resilience project in Mindanao located in the Southern Philippines, and ultimately address the role of development agencies in P/CVE for sustainable peace.
