ABSTRACT
Energy efficiency plays a central role in global clean energy transitions. China has developed one of the world’s most comprehensive and effective frameworks for energy efficiency policies and programs. These practices have evolved in parallel with China’s economic development and reflect the challenges posed by the country’s vast geographic and climatic diversity. The Gulf Cooperation Council (GCC) states have made significant efforts to enhance energy efficiency. However, persistent challenges remain, including the expansion of energy-intensive industries and the region’s extreme climatic conditions, which drive high demand for energy and air conditioning. Recent developments, such as energy price reforms and policy initiatives aimed at increasing energy efficiency investments, present GCC countries with considerable potential for collaboration with China. Opportunities may extend from harmonizing policies and standards to knowledge exchange, technology transfer, and developing innovative financing mechanisms. In particular, advancing energy efficiency in the air conditioning and cooling sector, improving building-related performance, and promoting efficiency initiatives in energy-intensive industries within the GCC states offer mutual benefits for both parties.
