ABSTRACT

In this chapter, Solstice Middleby and Leituala Kuiniselani Toelupe Tago examine the Boe Declaration’s development through consensus and the Pacific Way. They focus on how, by redefining security, the Boe Declaration embodies the broader turn towards an explicit and assured Pacific-centred regionalism that in turn expresses a Pacific-centred geopolitical vision which locates not only Pacific interests, but also Pacific philosophies, closer to the heart of Pacific regionalism. They show this pattern in historical context and provide insights for the future of Pacific regionalism.
