ABSTRACT

This chapter articulates a community resilience framework for local action. It presents case studies from two communities, the City of Brownsville, TX and Santa Cruz County, CA, to demonstrate how the development and engagement of community resources, the presence of active agents, a project’s positive impact, and the opportunities created by the pandemic can enhance local broadband delivery. The case studies show how local communities navigate different ecosystems of power, and the potential of public-private partnerships when there is a shared mission to address equity.
